On the issue of land use, what are the values that would guide you as a Council Member?
Having served the city nearly eight years in various roles, I have helped to define the framework of Transit-Oriented Design and Development. Prior to being elected I co-founded and chaired the Technology Advisory Committee where I have pushed for open government policies to increase transparency in decision-making, improving access to technology in our low-income housing projects, and updating our website and communications including recommending implementation of the email list serve to interested people. As an appointed member of the Development Code Advisory Committee, I co-authored important legislation including our Hillside Protection, Tree Preservation and Green Building Ordinances as well as process to require neighborhood feedback in the development application process. On the Association of Bay Area Governments I have also worked on policy to protect our region’s environment, clean air and water through crafting California Green Business Certification policies. My values include increasing quality of life, reducing and preventing crime, facilitating neighborhood involvement to better their communities, and ensuring environmental regulations protect the lives of people living and working in our city.
Would you commit to maintaining the current General Plan, as well as current environmental and open space protections?
No, I would like to revise the General Plan to address greenhouse gas emissions. The current General Plan has an inherent flaw because it was adopted with overriding economic considerations in regard to reducing greenhouse gas emissions (GHGs). The burden of reducing GHGs and vehicle miles traveled (VMTs) is greater now than it was when the plan was adopted. We must devise a strategy to reduce VMTs if we are to remain competitive for grants to fund future infrastructure and low-income housing under the new SB 375 law to enact a Sustainable Community Strategy.

Would you commit to maintaining the current General Plan, as well as current environmental and open space protections?
I support the General Plan. It is the shared vision of the community expressing what we would like to see happen in the future. It is an incredibly detailed and carefully prepared document. It is important that city hall stand behind it so that people can reasonably expect that if they want to build something on their property consistent with the General Plan, that absent unusual circumstances, that will be allowed. That hasn’t always been the case in the recent past.
I also support the Urban Growth Boundary to prevent sprawl and encourage pedestrian friendly high density “smart growth” around the rail depot.

My record as a Petaluma Planning Commissioner indicates my position on land use, compliance with our General Plan 2025 and commitment to open space.

The General Plan is a direct reflection of members of our communities work to make sure their voice is heard in the vision for how our community develops. We must be mindful of that as we evaluate projects before us and take each project on a case-by-case manner.

I served on the Petaluma Planning Commission when public hearings, workshops and comments were being submitted on the General Plan. By virtue of that experience and the revisions we made to the General Plan based on public input, I have an awareness that many people don’t about what the majority of our community wants to see in terms of land use. As an elected official, those are the values that would guide me as a Council Member.
